This case comes before the court pursuant to Senate Resolution 193, 82d Congress, adopted August 27, 1951, which provides as follows:

"Resolved, That the bill (H.R. 1580)1 for the relief of Overseas Navigation Corporation, now pending in the Senate, together with all the accompanying papers, is hereby referred to the Court of Claims; and the court shall proceed...
