This suit was brought by Martin G. Imbach, Inc. ("Imbach"), the appellant in this Court, against Joseph C. Deegan, the Sheriff of Baltimore City (the "Sheriff"), appellee here, to recover poundage fees alleged to have been illegally collected by the Sheriff.
