WHITTLE, Justice.

The Weber City Sanitation Commission, hereinafter called the Commission, filed its bill in the Circuit Court of Scott County against R. G. Craft, hereinafter called Craft, praying that a mandatory injunction be issued requiring Craft to connect with the water works system operated by the Commission and to pay the minimum rates from the time the water service was made available.
