Plaintiff brings this action in certiorari to review certain proceedings had by, and the decision of, the defendant. In the petition for writ, Cedar City Corporation is denominated petitioner, and the Public Service Commission of Utah, respondent, however, Rule 72(c) of our Utah Rules of Civil Procedure provides that in original proceedings before this court the applicant shall be known as plaintiff and any other party as defendant.
