I. Appellant operates a tractor-trailer with which he hauls coal from the mines to customers in the vicinity of Pottstown, Montgomery County.

II. On May 13, 1954, appellant was driving his loaded vehicle eastward over the Pennsylvania Turnpike in Montgomery County. At that time the eastern extension of the turnpike was being constructed...
