Defendant bid on a proposal issued by the Division of Standards and Purchases of the State for the purchase of hardwood lumber. He was successful in his bid for the sale of such lumber to the State in the sum of $12,819. One of the specifications attached to defendant's bid was that it could not be withdrawn until sixty days had elapsed after the opening of the bids. Another provision was that the acceptance of a bid constituted a contract, and notice of an award to the bidder...
