The issue in this case is the validity of the 1953 amendment to section 216 of the Revenue Act of 1939, (Ill. Rev. Stat. 1953, chap. 120, par. 697,) which changed the method of computing the amount to be charged upon redemption from a sale of real estate upon foreclosure in equity to satisfy the lien of delinquent taxes.
