On May 11, 1951, claimant, accompanying her two sons, visited the New York State Institute of Agriculture and Home Economics at Cobleskill, New York. About five o'clock in the afternoon, the sons having completed their errand, the three decided to eat at the cafeteria located in the basement of the Home Economics Building. The cafeteria is reached by a concrete stairway enclosed in a wooden shelter which in daytime is lighted both by windows to the outside and by windows...
