This suit seeks a declaratory judgment that the plaintiff Wong Suey Ming is a citizen and national of the United States by virtue of the fact that he is the son of Wong Quan Yem, a United States citizen.

The American Consul at Hong Kong, China, refused to issue a certificate of identity1 to the plaintiff to permit him to enter the United States and testify in these proceedings after refusing on November 15...
