Appellants submit that sec. 322.04 (9) (b), Stats., should be construed to avoid doubts of its constitutionality and to avoid interference with the rights of natural parents. On the other hand, it is a fundamental of statutory construction that a regularly enacted statute is presumed to be constitutional and the party attacking it has the burden of overcoming the presumption and showing it to be unconstitutional...
