The plaintiff had eight contracts to sell mail sacks to the Government, four being made in 1948 and four in 1949. Each contract contained the provision "Discount 1% — 10 days." The contracts provided that the discount period should begin to run from the date of final inspection and acceptance, or from the date of receipt of a correct bill or voucher properly certified by the contractor, whichever date was later.
