Appellants are registered optometrists under the law of this state. Appellees constitute the Florida State Board of Optometry, which will hereinafter be referred to as the Board. It promulgated rules and regulations governing the practice of optometry. Appellants filed their complaint charging said rules and regulations to be ultra vires and discriminatory.
