The Board of Supervisors of Fairfax County, hereinafter called the Board, filed a petition against M. T. Broyhill, et al., hereinafter called Broyhill, for a declaratory judgment, pursuant to sections 8-578 to 8-585, inclusive, Code of 1950, praying that the court decree a certain sewer system, claimed by Broyhill, to be the property of the Board.
