This is a petition to review an order of the Acting Administrator of the Wage and Hour Division of the Department of Labor under the Fair Labor Standards Act of 1938, as amended.1 The order raised the minimum wage for the Puerto Rican pearl button and buckle industry from 46 to 54 cents an hour.
