BUCHANAN, Justice.

This suit was instituted by the appellants under § 8-578 of the Code to have declared invalid an ordinance of Henrico county adopted March 12, 1952, imposing a license tax on motor vehicles operated on the roads and streets of the county by residents of the county.

For its authority to enact the ordinance and impose the tax the County Board of Supervisors relied on § 15-10 of the Code...
