In February, 1952, plaintiff Wade Jacobs operated a beer tavern and pool hall in Chariton. In May, 1952, after a full hearing before defendant city council pursuant to section 6, chapter 64, Acts 54th General Assembly, section 99A.6, Code 1954, I.C.A., the council voted unanimously to revoke the licenses under which Jacobs' business was operated.
