Plaintiff, State Farm Mutual Automobile Insurance Company, instituted two suits, one against the State of Louisiana and one against the City of New Orleans, seeking to recover from the State $191.70 and from the City $481.81, which are the amounts of certain ad valorem taxes paid under protest by plaintiff to the respective defendants.
