This is an appeal prosecuted by Phillips Petroleum Company ("Phillips") from a judgment of the circuit court reversing an order of the City of Lakeland Board of Adjustment which in turn had reversed a determination of the Lakeland Building Inspector which denied Phillips' application for a building permit to construct a gasoline filling station on certain property in Lakeland.
