The plaintiff sues for losses incurred by him in the performance of contracts with the Government. The suit is based upon the Lucas Act, 60 Stat. 902, as amended, 62 Stat. 992, 41 U.S.C.A. § 106 note.

During the statutory period to which the Lucas Act is applicable, i. e. from September 16, 1940, to August 14, 1945, the plaintiff performed work under contracts with the United States Army Corps of Engineers, the work consisting of the construction...
