This matter is before us on appeal from a suspension of an operator's license by the Secretary of Revenue. Appellant's license was suspended for a period of 90 days for speeding and making an improper pass. Under section 616 of The Vehicle Code of May 1, 1929, P.L. 905, we heard the case de novo.
