This is an appeal from a final decree of the Orphans' Court of Westmoreland County dismissing a petition for adoption. It has been stipulated that the parties submit to the jurisdiction of this court. See Oelberman Adoption Case, 167 Pa.Super. 407, 74 A.2d 790.
