The City of Council Bluffs, Iowa, in the year 1927 adopted a comprehensive zoning ordinance under the authority and in accordance with the provisions of the Municipal Zoning Law now known as Chapter 414, Code of 1954, I.C.A. On June 27, 1949, the city council also passed an ordinance changing the use classification of three lots in Morningside Addition from "A" Residential to "B" Residential District.
