Robert Higgins, et al., brought an action on behalf of themselves and all other individuals and pensioners similarly situated against Jean Sinnock, et al., to obtain a declaratory judgment declaring chapter 171, Session Laws of Colorado 1953, null and void and in violation of the Constitution of the state of Colorado, and for injunctive relief.
