Appellee Emaline Abdou Azar brought action in the County Court at Law of El Paso County, Texas, under Section 31 of Art. 6687-b, Vernon's Ann.Civ.St. Appellee's suit was an appeal from the Department of Public Safety's refusal to renew appellee's operator's license upon application timely filed with the Department.
