The plaintiff brought this action for pay which he lost as the result of his allegedly illegal demotion at the Philadelphia Navy Yard.

Plaintiff had been a member of the United States Navy from 1922 to 1926 and had received an honorable discharge. At the time of his demotion he occupied the position of Leadingman Engineman and was a qualified civil service employee with an efficiency rating of good or better. He was reduced in rank, grade...
