Walter Edwin Garrett was injured within the State of Texas while acting within the scope and course of his employment by the Reno Oil Company, which employer had in force and effect a policy of Workmen's Compensation Insurance. The compensation insurer made a settlement with Garrett on a lump sum basis, based upon an acknowledgment that the employee was totally and permanently disabled.
