Clarence N. Davidson, the appellant, is a longtime resident and taxpayer of the State of Montana who, in times past, has rendered considerable service to the state in various capacities.

From May 1, 1919, to March 12, 1933, he was employed as assistant or special attorney general of the state. From January 15, 1947, to May 1, 1949, he was employed as court attendant and deputy clerk...
