These are two civil actions, consolidated, in which the constitutionality of the District of Columbia Redevelopment Act of 19451 is challenged. The defendant Government bodies and officials filed motions to dismiss or, in the alternative, for summary judgment. Affidavits, with exhibits attached, were annexed to the motions.
