PER CURIAM.

Relator, a seaman, is a native and citizen of Italy where his wife and two small children reside. He has no dependents in the United States. He entered this country on February 13, 1951, as a seaman, without possessing an immigration visa, and intending to remain in this country for two or three years. He was arrested on September 20, 1951, and was given a hearing by the District Director of Immigration and Naturalization Service on November 26, 1951....
