This case involves the interpretation of St. 1948, c. 544,1 which created the New Bedford, Woods Hole, Martha's Vineyard and Nantucket Steamship Authority. The controlling issue relates to the legal duty of the authority under the act to furnish steamship service to New Bedford and particularly raises the question whether it can suspend such service from the latter part of September until the latter part of April as it attempted...
