This is an appeal from a judgment of the district court of Ramsey county in a declaratory judgment action brought by the Minneapolis-St. Paul sanitary district, herein referred to as the sanitary district, against the cities of St. Paul and Minneapolis. The action was instituted to secure a determination of the proper allocation of costs, as between the two cities, of new equipment for the sewage disposal plant, consisting of two vacuum filters...
