The defendant, publisher of a weekly newspaper, was convicted in the Municipal Court of Absecon of having carried on the business of publisher without a license in violation of a local ordinance. His conviction was affirmed in the County Court, and his appeal to the Appellate Division has been certified under R.R. 1:10-1(a).
