This is a proceeding for a declaratory judgment, Code section 8-578, to determine whether the petitioners have the right to employ in their mercantile establishment a registered optometrist under the provisions of Title 54, Chapter 14, of the Code. The petition was filed by Pauline Louise Cowardin and others, partners trading as W. H. Cowardin Sons, now the appellants, against the appellees, composing the Virginia State Board of Examiners in Optometry...
