On the representation of Montgomery County that the matter was one where "special circumstances render it desirable and in the public interest" that we hear the case, we required by certiorari to the Circuit Court for Montgomery County under the authority of Section 5, (V) of Article 25A of the Code (1951 Ed.) that the case be certified to us for review and determination.
