This is an appeal from a final decree in a suit brought under the provisions of F.S. Chapter 87, F.S.A., providing for declaratory decrees. The final decree, among other things, contained the following:

"It is further Ordered that all rules, regulations and policies under which the defendant, State Department of Public Welfare, a corporation, is administering the social welfare act, Chapter 26937...
