This case is before us on defendant's motion to dismiss for the failure of the petition to state a claim upon which relief can be granted.

Defendant advertised for bids on furnishing 570 Diesel engines for export to Greece under the Economic Cooperation Foreign Aid Program. Plaintiff's bid was not low.
