Zumwalt, Justice of the Peace, Vinita Township, Craig County, to dismiss a criminal complaint against him that has been pending since the 2nd day of November, 1949, involving a bogus check charge. Petitioner states that he has never been arraigned upon the charge, or afforded a preliminary hearing.
