East Coast Freight Lines, hereinafter referred to as appellant, applied to the Chancery Court of the City of Richmond for the correction of an assessment of local taxes upon its tangible personal property for the year 1950, and for the refund of $1540 which it had paid thereon. The trial judge, in a written opinion, held that the assessment by the city was valid, and denied a refund of the taxes paid. Judgment was
