Morris Mendelsohn sued under § 503 of the Nationality Act of 19401 to be declared a national of the United States. His complaint was dismissed by the District Court as failing to state a claim upon which relief could be granted. The question presented by this appeal is, of course, whether the complaint stated a cause of action.
