This matter is presented to the court on the essential facts as stipulated, which are substantially as follows: Appellee at the general election held in November, 1950, was elected clerk of the superior court in and for the county of Coconino for a term of four years beginning January, 1951. At the time of her election the salary for this office was $3,200 per year. In 1952, the legislature by amendment increased this salary to $4,200 per year and...
