This is a suit under the Federal Tort Claims Act, 28 U.S.C.A. §§ 1346(b) and 2671 et seq. The accident occurred on government property in Charles County, Maryland, known as Indian Head Powder Plant. The plaintiff was an employee of Day & Zimmerman, Inc., independent contractors, who were installing a steam pipe line at the place where the accident occurred and where the plaintiff was engaged as a steamfitter.
