WARD, Justice.

The City of Blytheville, Arkansas, voted a $100,000 bond issue "for the purpose of acquiring additional land for the municipal airport." The issue here involved is whether the proposed use of the proceeds of the bonds violates Section 5, Article 12 or Amendment 13 of the Constitution of Arkansas.

The bonds have been sold and arrangements made to buy the land, but pending further procedure Ira Parks, appellee, a citizen and taxpayer of Blytheville...
