The question is whether the District Court erred in holding that the insured, in a policy issued under the National Service Life Insurance Act of 1940, 54 Stat. 1008, as amended, 38 U.S.C.A. § 801 et seq., had intended and had effected such a change of beneficiary, as entitled the Veterans Administration to give it recognition in making payment of the proceeds.
