This matter is before the court upon a petition of the Commissioner of Public Welfare of the City of Philadelphia (hereinafter called petitioner) praying that all existing orders of the municipal court against the County of Philadelphia for the support of children be amended so that they shall be against the Department of Public Welfare of the City of Philadelphia, instead of the county; and
