Appellee, a home-rule municipal corporation, instituted this suit in the District Court of McLennan County on June 4, 1945 as a class action against appellants, seeking a declaratory judgment relating to an extensive ordinance which was finally passed by the governing body of the city on January 2, 1945, known as a sewer charge ordinance. Appellee alleged that the ordinance was valid and enforceable and appellants alleged that it was invalid and unenforceable...
