This is an original proceeding by mandamus to compel the Attorney General to certify the validity of an issue of City of Killeen Waterworks and Sewer System Junior Lien Revenue Bonds. The Attorney General raises the lack of necessary parties in that holders of the first lien revenue bonds are not parties.
