Libelant is a cargo underwriter and assignee of all right, title and interest in the claim of La Prensa against the respondent, Flota Mercante Del Estado, an agency of the government of Argentina. The claim in question arises from damage to a shipment of 1464 rolls of newsprint shipped by La Prensa on board the steamship Rio Gualeguay which is owned and operated by respondent.
