This is an appeal by Major General A. M. Harper, Commanding Officer at Fort Sill, Oklahoma, from a judgment of the District Court for the Western District of Oklahoma, which enjoined him from enforcing an "off limits" order forbidding military personnel stationed at Fort Sill to go upon the business and premises of of the plaintiffs, Jones and Haithcock. Plaintiffs were engaged in the used car business...
