The petitioner, Claude A. Rankin, State Land Commissioner, asks this Court to prohibit the Chancery Court of Pulaski County, Second Division, from further proceedings in the cause of R. V. Kimble v. Claude A. Rankin, State Land Commissioner, which is now pending. This petition grows out of a fact situation which is substantially as set out below.

For many years there have existed in the Mississippi River two or more islands on the Arkansas side...
