This is a suit for declaratory decree the purpose of which is to adjudicate the validity of Chapter 26775, Acts of 1951. The answer to the bill raised the sole question of the constitutional validity of the act. On final hearing the chancellor pronounced Chapter 26775, Acts of 1951, valid and dismissed the bill of complaint. This appeal is from the final decree.
